yes, not working as location restricted im sure - shows free when not logged in 

maybe trying vpn, i may try that later

VPN through Mexico didn't work for me, Xbox.com still tried to charge $19.99

Looks like you need to:

1) create a new Xbox ID with location set to Mexico

2) Login with that new ID to your Xbox 360

3) Go to Marketplace to claim for free. Doesn't look like the Xobx 360 itself needs to be on a VPN.
