On the Battle Pass, when you select an artifact, avatar, border or background in the Battle Pass on the ribbon, it says "XX ARP Required." This just means you have to have that amount in your account. It will not subtract from your ARP balance to claim the item.
Thanks to those on the Discord who answered this question for me. I was going to wait until the last day to claim those items, because I thought that you have to pay for them with ARP.
