Are we not getting tier 4 keys for "Sorry We're Closed"?

Did all the mini-games and had one piece missing on the fruit ninja to get the bonus points. Second time this happens and it only happens with this mini-game. Not cool

Second time I try to join a community giveaway and it says I'm not eligible to participate. (first Metal: Hellsinger, now The Quarry) I'm Interstellar tier. Anyone Else?
