Today I cannot change may artifact, although last change has been > 24 hrs ago. Is there a trick? Thank you in advance for a hint!

Try to upgrade any artifact, even if it's at max level when you upgrade (even if it fails due to max level) it refreshes and lets you change artifacts again. This works for me and is easier than log out/in which sometimes also fixes it.
