Sydeon does not have the ARP tracker in her Twitch about section. Can I still earn ARP watching the stream?

No. The tracker is the only thing that determines if you're earning ARP or not.

Sydeon's contract just ended. She has now been removed from the list. She had removed the tracker a bit early it seems.
