I have reinstalled Dota 2, and it still doesn't show up as owned. Is anyone else experiencing the same problem?

Same. Just get "Visit Steam" and "Check Games" buttons

It appears to be a change that Steam made, you need to be logged into an account to view owned games now. I'm testing a workaround to this issue now.

The workaround to this issue is to run the game for a minute or two, then shut it down so it will show on the home page of your profile, at which point you can start the quest.
