Twitch is given in 1 point increments. 1.1 rounded down = 1.

I think the staff explained that Twitch ARP entries are 0.4 ARP, and they're rounded up to 1 ARP. So 10% of 0.4 will not increase the amount enough to reach 2 ARP per entry.
