I think it's mainly because there has been an increase of bots, claiming giveaways almost at an instant. Then they'd resell them for money

Yeah, my guess this ARP for free giveaway to prevent bots and farmer to "steal" keys. 5 ARP isn't much, you can collect it 1 day.
