Are Hive streams bugged? I've watched for over 45 minutes and only earned 18 ARP.

Is it just me or have they drastically reduced the rate at which you earn ARP on Twitch? It now takes over 1 1/2 hours to earn my max of 32 ARP. I used to earn that amount in about
30 - 45 mins. before.
