Do you have another browser? I mainly use Firefox and when that happens I login through Microsoft Edge and it then allows me to swap it.

Next time go in the change screen, chose upgrade and try to upgrade a fully upgraded artifact or one that canno be upgraded, that normally unlock the situation.
