Not gaining any arp even though I'm participating in the forums

I have been replying and voting on the forums (I have voted more than 5 times) and I have not gained any ARP. I also completed a quest that was supposed to get me 8 ARP and I have gained nothing. What's going?

This site seems more geared to the US, not sure if that is the issue.
