issue with pso2 is the boosters are more for making sure you have drop happen not rarity but then with NGS i would just stack them cause you only used them in classic pso2 during urgents for chance at named weapons or gear which was latter able to be gotten from badges anyways or mats to upgrade certain stuff which sometimes it would give 2x instead of one. but as i said NGS highest is 5/6 star right now so i would save them when game has something like 12+ star gear or more red box or rainbow drops which from my guess maybe towards level 100+ gear
